The year is 1937. The backdrop, the Manhattan Tower Hotel. 2 rival gangs.
Maximilian Rose and Winn Farrow used to be not only best friends, but partners. They ran a gang, and they ran Manhattan. During the prohibition from 1920-1933, Rose and Farrow covered every bit of illegal alcohol trade they could - bootlegging, shipping, and even ran a couple of speakeasies. They did very well for themselves in those 13 years.
Max Rose was the smarter of the two. He realized that the prohibition wasn't going to last forever, so he began to invest his money in various businesses. Some were legal, many were not. He dipped his fingers into all kinds of criminal activities like gambling, smuggling, and even art theft. When the prohibition ended, Rose didn't miss a beat. He'd invested his money wisely, and didn't lose anything.
Winn Farrow, however, was a dumb thug. He spent his money almost as fast as he made it, and he wasn't smart with his investing. When the prohibition ended, he was left with nothing.
When Rose realized that Farrow had lost everything, he realized he had no more need for his partner, and they split up.
Now, Max Rose is living in the penthouse suite of the Manhattan Tower Hotel, and Winn Farrow is operating out of an abandoned meat packing warehouse in downtown Brooklyn.
As you can imagine, Farrow has some bitter feelings towards Rose. Farrow built himself up a gang, and now he's doing everything in his power to bring down Max's gang.
